Space military power refers to a state actor entering space freely, seeking the goals of benefiting national interests, maintaining security and capabilities fulfilling infrastructure, implementing policies. As earliest “space power” in world, Germany has been committed continuous capacity building policy planning field. This article seeks provide detailed overview Germany’s unique historical background evolutionary logic on strategic origin. Based literature review studies pertaining strategy theories, this reveals basic facts development under “ideality - materialization” mutual constructed context, illuminates implications theoretical changes guidance from peaceful utilization passive defense effective control.
